thats what the spec says but thats not what we do nor any browser that I am aware off.

IE 8 RC1 and Opera 9.63 pass this test
http://samples.msdn.microsoft.com/ietestcenter/css/chapter_17/rules/table-height-algorithm-007.htm
where tbody's css height is set to 25% and resolved as auto.
